Alexandre Aroeira Salles

Alexandre is founding partner of Aroeira Salles and has advised on some of the most important public projects in Brazil. Examples include: World Cup and Olympic Games projects such as Maracanã stadium (the biggest stadium in Brazil); airports; subways; railroads; roads; ports; oil refineries and platforms; hydroelectric power plants; a nuclear power plant; and industrial nickel production and natural gas refining projects.

Alexandre’s work is recognized as one of the best in Brazil. As well as being ranked in Chambers Latin America in Public Law, Alexandre is also ranked in LACCA Approved in Administrative Law. In 2014, Alexandre also received the most votes of any specialized lawyer in Brazil in both the “Infrastructure and Regulatory” and “Construction and Engineering” categories in Análise Advocacia 500.

Alexandre advises some of the biggest construction companies in Latin America including Odebrecht, Andrade Gutierrez, Queiroz Galvão and Camargo Corrêa.

Alexandre’s areas of expertise include: (i) processes in the Federal Court of Accounts (TCU); (ii) public bidding processes; (iii) Public-Private Partnerships (PPP); (iv) legal management of construction, oil & gas and energy contracts; (v) administrative improbity actions; and (vi) judicial actions and arbitration proceedings.

Alexandre acts on contentious matters in the Federal Court, Federal Regional Court (TRF), and Federal Court of Accounts, and has also acted in the Superior Court of Justice (STJ) and Supreme Federal Court (STF).

Alexandre is board member of the International Construction Law Association and founding member of the Brazil Infrastructure Institute and the Brazilian Institute of Law and Control of the Public Administration (IBDCAP).

Alexandre has taught law for 7 years, in particular Administrative Law, and has been lecturing professor for various seminars and conferences. Alexandre has a Master’s in Administrative Law and PHD in Public Law.
